Certification of lifting equipment

The Technical Regulations of the Customs Union "On the safety of machinery and equipment" TR CU 010/2011 came into force, and now all kinds of cranes (tower, jib, gantry, bridge, etc.), loader cranes, pipelayer cranes, hoists, aerial platforms and other lifting machines must go through the procedure of the conformity assessment in the form of obligatory certification. Now do not need to get Permission to use them in Rostekhnadzor.

The certificate of conformity is now required not only for the importation of a crane, hoist and other lifting equipment on the territory of Russia, Belarus and Kazakhstan, but also for the registration of machinery in the bodies Gosgortechnadzor.

A certificate is document about conformity of the lifting machine to the requirements technical regulations of the Customs Union, as well as some of standards of the Customs Union, outlined in annex to these regulations. The lifting machines previously used or produced for own needs of their manufacturers, as well as components and spar parts to machine used for repairs (maintenance) of these of machinery are not subject to conformity assessment with technical regulations TR CU 010/2011.

An accredited certification body included in the Unified Register of certification bodies and testing laboratories (centers) of the Customs Union, which, for example, is a certification body «TEST ENGINEERING», carries out conformity assessment in the form of certification.

The applicant for certification may be a legal or natural person as an individual entrepreneur registered in accordance with the legislation of the Customs Union member in its territory. It can be at schemes of certification 1c and 9c either the manufacturer or the person performing the functions of the foreign manufacturer, at the scheme 3c - either the manufacturer or the person performing the functions of the foreign manufacturer or the seller.

The amount work on conformity depends on chosen scheme.

Scheme 1c is chosen for serial certification of production and includes is the following procedures:

• the submission by the applicant in certification body an application for the products certification with the technical documentation required by the technical regulations;
• the consideration of an application and acceptance of a decision by the certification body;
• the choice of production samples for testing by the certification body;
•  testing of selected machinery by accredited testing laboratory;
• carrying out analysis of the production state the manufacturer by the certification body;
• the assessment of the test results, documentation, analysis of production state and the decision making for certification by the certification body;
• issuing to the applicant a certificate of conformity if a decision is positive;
• the application of unified circulation mark on market;
• inspection control over the certified products.

Scheme 9c is chosen for certification of a production lot of the limited amount, destined for equipping factories at the territory of the Customs Union, based on the analysis of the submitted documents and includes is the following procedures:

• the submission by the applicant in certification body an application for the products certification with the technical documentation required by the technical regulations;
• the consideration of an application and acceptance of a decision by the certification body;
• the assessment of documentation and the decision making for certification by the certification body;
• issuing to the applicant a certificate of conformity if a decision is positive;
• the application of unified circulation mark on market.

Experts of certification body during assessing the production of produce carry out analysis of production state of cranes or hoists. The production machines cycle of different manufacturers can vary significantly. Therefore, the expert must:

• to consider the design, technological and operational documentation for lifting machines,
• to check conformity of production the standards of generally accepted in the manufacture of cranes and hoists,
• to check the existence of procedures for incoming inspection,
• to check cutting-stockpiling production, including the storage of metals, their preparation, technology, metal cutting,
• to assess the quality of welding,
• to check for non-destructive testing of welds,
• to check assembly facility,
• to check testing procedures and quality control of both individual units and the machine as a whole
• to evaluate the procedures for working with customers after the sale of machinery.
   

Tests working platforms, hoists and cranes is carried out ​​according the program developed by the testing laboratory and approved by the Head of certification body. In the case the certification of several models and types of lifting equipment serial produced, for testing should choose the most loaded model.

Testing laboratory specialists carry out tests the lifting machine, usually with the participation of specialists the manufacturer or the owner of the machine. Tests can be performed on both prepared testing grounds and on the place of operation lifting machine. The measuring instruments must be calibrated. The applicable test equipment must be authorized (certified).

Analysis of the documentation includes verification of compliance submitted passports, user manuals, the technical file (the safety case) with requirements of the Technical Regulations. The quality of materials must be confirmed by certificates of the manufacturer.

Certificate validity period of conformity is established no more than 5 years for the serial produced machinery, and (or) equipment. Period is not set for the products party. The certification body enters into the register of certificates all issued сertificates of сonformity on a mandatory basis.

Periodically if it is provided by the certification scheme, the certification body must carry out the inspection control of the certified products.
